Bank stress tests, new supervisory bodies for financial services and the first formal suggestions on how to improve the governance of the euro zone will all be on the agenda as European Union finance ministers convene for their regular monthly meetings in Brussels Monday and Tuesday. The ministers and their heads of government had agreed only a month ago to publish exhaustive details of stress tests on their respective countries' banks, in an effort to put to rest fears that many have suffered crippling losses in this year's bond market turmoil and are struggling to stay alive.
